Public Forum 

A member of the public spoke of his intention to apply for planning permission for a small dwelling on his land near his existing property. He wanted to gauge feeling for this development. He intends to apply for outline planning permission. 

RPC Response: Concerns at a precedent for further development in this area being set were expressed by Cllr. Nebel, However, RPC cannot comment until they are notified by Rutland County Council as a Consultee, once the application has been processed. 

A member of the public expressed concerns following Manor Oak Homes’ proposal for 63 dwellings on land south of Meadow Lane with the main entrance to the devel-opment being Meadow Lane. She asked what could be done to oppose this develop-ment. Other concerns included impact on local schools, doctors, dentists, parking etc. 

RPC Response: PRC had only just been made aware of this proposal and have called for a meeting with Savills, the Planning Agents. Once this meeting has taken place, a full report will be made at the next Parish Council meeting on 19 September, which the parish councillors urge concerned residents to attend. 

It was noted that, with no Rutland County Council Local Plan, developers have an opportunity to identify parcels of land like this for development. 

Planning. 

Cllr. Nebel asked for RPC to endorse the Planning Committee’s concerns at the vul-nerable position with regards to development without the RCC Local Plan and to for-mally reinforce this directly to RCC. Action: The Planning Committee had discussed this at their recent meeting and a formal letter would be sent to RCC. 

Cemetery Extension. 

Proposal 1. For the Clerk to seek specialist technical assessments with an outline of financial costings. 

Proposal 2. For the Clerk to make contact with the farmer with regard to alternative 

access. 

Cllr. Nebel proposed acceptance of 1 & 2 above, Seconded Cllr. Bellairs and 

unanimous in favour. RESOLVED Action: Clerk to Action and report back to the next meeting. 

Rutland’s New Local Plan – Consultation period 30 June-16 September 2022 

Action: All Parish Councillors to feedback responses to the Clerk. Cllr. Nebel and the Clerk will then work together to formalise a collective response. If an Extra 

Ordinary Parish Council meeting was required for the final response one would be called.

c/f Meadow Playing Fields. Jo Gresty to draw up a head of terms for the Lease and to work with Cllr. Nebel on the co-operation Agreement to produce final documentation for RPC’s approval. The Trustees will then update the charity’s constitution. 

Village Telephone box. Do we still wish to retain a publicly accessible land line in the village? And if not should we… 

(a) have the box totally removed 

(b) have it replaced with a traditional red box in which … (i) we install a library (ii) and another Defibrillator for this side of the village

Ryhall & Belmesthorpe Parish Council are seeking a new Parish Councillor to fill a vacant seat. 

This is a real opportunity for a local resident of the Parish to become involved and directly influence issues that affect the Parish – both now and for the future. 

Elections are due to take place in May 2023 so why not give it a try until then. Then if you want to stand for re-election you have that option.
