Main Points of Interest:

Budget 2023/24 and precept request to Rutland County Council (RCC).
Options on budget requirements and affordability for precept were presented and

considered at length.

Proposal 1: Cllr. Nebel proposed: Option E an 8.9% increase £5.09 per household on Band D per year. No Seconder was received. This proposal was rejected.

Proposal 2: Cllr. Smith proposed: Option D a 3.1% increase £1.82 per household on Band D per year, Seconded Cllr. Bellairs.

Proposal 3: Cllr Yates proposed: Option C a 5% increase £2.90 per household on Band D per year. Seconded Cllr. Nebel

Vote: Proposal 2 – 4 in favour, Cllr. Nebel against Proposal 3 – 2 in favour

Resolved by majority for a precept of £35,564 an increase of 3.1% to be submitted to RCC.

Village Issues

Street Lighting Cllr. Andy Yates had completed a survey of the street lighting. Re- sults hinge on what RCC consider they pay; ‘pence per kilowatt’ charges are estimat- ed 30p per kilowatt hour. As RPC is billed per street light, not usage, it is hard to challenge costings. There are 130 lights in

Ryhall,.Belmesthorpe is yet to be done. We need to research how many kilowatt hours can be saved if fittings changed. Action: Cllr. Yates to pursue this further.

Emergency Plan – An emergency plan document has been compiled and distributed to the Parish Council for use if ever required.

20mph Scheme A recent meeting with RCC Highways resulted in a
reduction from 23 to 14 signs being required and a reduction in costs to approx. £2.5k. Project start date and final details awaited from RCC.
